Para concretar este análisis de documentos se revisan cuatro informes sobre educación emanados en coordinación con diferentes gobiernos en ese período. Las principales conclusiones dan cuenta de que el proyecto meritocrático en la educación superior chilena se estructuró como un discurso para la movilidad social y la productividad, pero que tuvo que ir ajustando su propósito en combinación con políticas focalizadas y un diseño institucional altamente privatizado.
